Some people wouldn't have an LSAT score or their grades available during the first wave. So that's why you might see people with high/higher stats getting accepted in Jan/Feb. Their apps weren't looked at later, they just weren't complete during the first wave(s).
I'm just guessing, but it seems like UVic is really about the numbers. If you're over that magic 910/915 index it seems like they look at your application pretty quickly. Once it gets to below the auto-admit (I don't think we're there yet?) I can't really guess how it would work.
